08 financial assistance for eligible applicants for the following
Program Areas and Special Initiatives. For additional information

Governance, Social and Economic
Development Strategies (SEDS)
The SEDS
program area promotes the goal of social and economic self-sufficiency
for American Indians, Alaska Natives, Native Hawaiians, and Native
American Pacific Islanders through locally developed social and economic
development strategies.
Governance:
To assist
tribal and Alaska Native village governments, Native American
institutions and local leadership to exercise local control and
decision-making over their resources.
Social Development:
To
support local access to, control of, and coordination of services and
programs which safeguard the health, well-being and culture of people,
which provides support services and training so people can work, and
which are essential to a thriving and self-sufficient community.
Economic Development:
To foster
the development of stable, diversified local economies and economic
activities that will provide jobs and promote economic well- being.

Environmental Regulatory
Enhancement
The
purpose of the Administration for Native Americans "Indian
Environmental Regulatory Enhancement Projects" is to strengthen
tribal governments through building capacity within the tribes to
identify, plan, develop and implement environmental programs in
a manner that is consistent with tribal culture.

Environmental Mitigation
ANA,
within ACF, announces the availability of financial assistance for
new community-based projects under the competitive area: Environmental
Mitigation. This announcement contains information on financial
assistance from the Environmental Mitigation Program, authorized
under Section 8094A of the Department of Defense Appropriation Act,
P.L. 103-139 and P.L. 103-335 (the Act). The Congress has
recognized that DOD activities may have caused environmental impacts
on Indian lands. For this specific purpose, Indian lands are defined
as all lands of American Indian Tribes and Alaska Native Villages . Accordingly, Congress
has taken steps to initiate environmental mitigation impacts from
DOD activities by assisting them in the planning, development and
implementation of programs for such mitigation.
The
Environmental Mitigation program began through a program announcement
published on December 29, 1993, as a response to the DOD Appropriations
Act, P.L. 103-139, enacted November 11, 1993. This program continues
under P.L. 103-335, enacted September 30, 1994. Section 809 4-A
of the Act states that of the funds appropriated to DOD for Operations
and Maintenance Defense-wide, not less than $8,000,000 shall be
made available until expended to provide for the mitigation of environmental
impacts, including training and technical assistance to Tribes,
related administrative support, the gathering of information, documenting
of environmental damage and developing a system for prioritizing
of mitigation, on Indian lands resulting from DOD activities.

Healthy Family
Relationship/Fatherhood
The Native
American Healthy Marriage Initiative (NAHMI) is a component of the
ACF HMI and specifically promotes a culturally competent strategy
for fostering healthy marriages, responsible fatherhood, child well-being,
and strengthening families within the Native American Community.
ANA believes a focused strategy is needed to support the Native
American Community because there is a perception that the HMI has
not considered the unique experiences of the Native American population,
and there is a clear link between healthy marriage and child well-being.
The NAHMI-focused strategy includes three components: (1) Education
and Communication; (2) the Creation and Enhancement of Collaborations
and Partnerships; and (3) Identifying Resources.
